Click to View Attachment (word document) - Error

**Describe the bug in current situation**
A user reported that they were unable to view attachments in browser when they clicked on the attachment link - they would be taken to an error page. This behaviour also occurs when a user attempts to view the attachment through the ellipsis as well.

**Impact of this bug**
This impacts all users - users can still download the attachments, but not being able to view will make extra work for users when they just want to see what was provided.

**Chance of Occurring (high/medium/low/very low)**
High - seems to occur on any word document file

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to any request
2. Go to attachments and upload a word document
3. Click on link, or attempt to view attachment through the ellipsis
4. See error
