Work through UX Design for Customizations with PDF to bring it up to the level our users need to track and protect users privacy and comments in new Redaction APP.

#### Dependencies
- [ ] Confirmation of who needs access to what comments (IAO vs. Ministry - wont go any deeper then this)

#### DOD
- [ ] Any changes to threaded comments as they exist now to better meet users needs
- [ ] The organization of comments based off of users and there persona and what they need out of comments
- [ ] Comments in relation to Peer Review
- [ ] Comments in relation to harms between IAO and Ministry
- [ ] Comments internal to IAO and with Analyst doing redaction
- [ ] Comments between IAO and Ministry in relation to Sign Off
- [ ] Ability to sort comments based off of user groups
