Request Description History pop up has format issue with name - IDIR account name is displayed, in place of LastName, FirstName

Expected to show "Last Name, FirstName" format of the user on request description history pop up - which is for consistency

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to any request which has request description history or save multiple versions of req. description
2. Click on the Request Description History link
3. On the pop up 's accordion - user's name is with account name - like aantony@idir.

**Actual/ observed behaviour/ results**

**Expected behaviour**
Expectation is to make Name format consistent with other parts of application. Say, "Antony, Abin" - this will remove confusion with username - see below

Reproduce the issue from any request with request description history by opening the history link and its accordion. Locate the rendering for the user's name in that popup; done means it consistently displays the user's Last Name, FirstName format rather than the IDIR account name.
