### Description
Client complained that they can't enter a folio for a "resubmit" transaction. (Resubmit can completed after the NR has expired, and they want to submit the same name again)
### To do
- [ ] Design how clients can add a folio in this "resubmit" transaction
🛑 Don't work on this yet, we are going to ask the devs if we can just retain the folio from the initial submission and include it.
⚠️ Need to test if it does retain it. Maybe this client was complaining but didn't even put a folio in the initial submission.
