INC0119305 - Client appears to have been able to access NR editing while NR was being examined.

**Describe the bug in current situation**
Just reporting something strange that came up while examining.

When I first pulled NR9789787 for examination it was in a normal/examinable state; when I tried to approve the NR I got a notice saying that the NR is being examined by the name request service account.

I am assuming that this means the client was able to access the NR for editing while I was mid-examination, it was my understanding that this shouldn’t be possible?

In discussing this with the examination team Elizabeth mentioned a previous potentially related ticket of INC0114324 (Zenhub 9955) hopefully that helps
