Description
**Describe the bug in the current situation**
When the user clicks on "Change of director" and hits on File and Pay and then for some reason click on cancel payment then the filing would be in the Resume state.Now if the user clicks on Resume Filing then the error dialogue of Unable to fetch data shows up.
**Impact of this bug**
All users trying to Resume the draft
Steps to reproduce the behavior:
1. Open up a Coop and file the COD
2. Click Save and Resume
3. Try to Resume the draft
4. See the error
