Update colin-api/legal-api/filer to enable historical alterations

### Description

#9173 is blocked by the current state of the colin-api/legal-api/filer.
Currently, when trying to create a historical alteration, the apis and filer create a filing that doesn't pass the schema check. We need to fix this.

- [ ] Verify that the schema is correct for this situation
- [ ] Talk to an SRE dev and ask for the data for 'BC0894302 (entity in the linked ops ticket)
- [ ] Import this to your local
- [ ] Riyaz will need an updated COLIN postman collection to test this
