Description
- [ ] Update all other filings UI email templates
- [ ] Update design of 2 existing emails created by Vysakh (and do mobile versions) - originally built in dev ticket #8287:
1) IA & receipt notification (send on PAID)
2) certificate, rules and memorandum notification (send on COMPLETED)
**Design updates include:**
- update the two column area into a single column stacked
- make headers bold 212529, content regular 495057
- mobile/responsive version
