Namex reset / undo impacts transaction history

Situation:
If name already decided upon; someone calls in to update.
If undo decision isn't selected, it carries over to the edits to change the name and type.
This is locking the approval.

Reset undos decision on each name request
ie. 3 choices - first 2 reected, 3rd approved
Then click resent; this resets the application so it can be re-examined. but locks the decision unless you click undo decision.

impacts transaction history.
have to undo all three before you re-examine to show the new entry in the transaction history.
Transaction history shouldn't display it has been examined while it is being edited.
