BC0574790 - after legal API refactor fix Conversion names on the ledger

This is a follow up ticket of Ops ticket [#8774](https://app.zenhub.com/workspaces/entity-5bf2f2164b5806bc2bf60531/issues/bcgov/entity/8774) to be done once client files alteration that was inserted into their ledger on Sept 13th.

Things to fix:
1) ~The to-do list as a 2021 AR in it, but shouldn’t. The AR date logic broke in a previous release and we’ve fixed it but haven’t pushed the code to production yet.~ 2021 AR is past due so not relevant at the moment.
2) The Conversion ledger names need to be updated so that they reflect the names entered in the conversion ledger ticket.
