Legal API - Blockers for admin dissolution notebook process

Ticket for unblocking admin dissolutions

## To do
- [ ] new payment flow/skip in legal-api for admin dissolutions
- Administrative dissolutions (staff only filing) have no fee, so we need to enable legal API to allow for no-fee dissolution filings. Right now it requires a fee.
- [ ] ~current legal-api to get to prod (for db and schema) -- this is making it difficult for all notebook operations right now~ (resolved when we release the legal API changes)
- [ ] ~the current filer to get to prod (maybe it needs to change too I’m not sure)~
- [ ] ~verify it dissolves company~
- [ ] ~should it unaffiliate them too ?~
- [ ] ~Anything extra to change in colin? If so check colin-api handles it for this filing~
