When part way through BCeID account creation, a client can attempt and fail at requesting a name

### **Describe the bug in current situation**
When part way through BCeID account creation:

1. **(before uploading affidavit)**, a client can attempt to request a name, and then gets a mysterious error message that doesn't explain the reason for the failed name request.

2. **(before being accepted by the account admin)**, a client can attempt to request a name, and then gets a mysterious error message that doesn't explain the reason for the failed name request.

### **Impact of this bug**
MEDIUM impact, causes confusion to novice BCeID users that have not completed their account creation. Will block them from completing their process.

### **Chance of Occurring (high/medium/low/very low)**
Medium chance, the UI doesn't fully explain that, when you get into other apps like name request, you can't use it until your account is completely created.

### **Steps to Reproduce**
1. Get a BCeID
2. Start creating an account with the BCeID
3. Stop before you fill in all the required account info
4. Go to Name Request in the same browser
5. Request a name
6. See error message right before payment

### **Expected behavior**
1. Get a BCeID
2. Start creating an account with the BCeID
3. Stop before you fill in all the required account info
4. Go to Name Request in the same browser
5. before reaching name request, see message explaining they need to finish account creation before they can use this service? Or something? Need UX consideration

### Impact if deadline not met
New users that are part way through BCeID account creation will continue to receive a less than ideal user experience. Business staff and lab ops team will need to continue dealing with enquiries.
