Filing UI - alteration ledger missing filing date and time in the additional information.

**Describe the bug in current situation**
Thor filed alteration from an LTD to a BEN.
The additional comment in the ledger is missing the filing date

can look at BC0789965 in Production for an example

Steps to reproduce the behavior:
1. File at alteration from LTD to BEN
2. Go to alteration ledger on the entity dashboard
3. Click 'view documents'
4. See error

0789965 B.C. LTD. was successfully altered from a BC Limited Company to a BC Benefit Company **on Pacific Time**.

**Actual/ observed behavior/ results**

**Expected behavior**
GIVEN an alteration from LTD to BEN was filed
WHEN I look at the ledger on the dashboard
AND view documents
THEN I will see the filing date and time
