Filings UI shows incorrect phone number formatting

**Describe the bug in current situation**
The Filings UI incorrectly formats the phone number when displaying the NR for an IA:

Minor, visual only.

Occurs always, but results depend on the subject phone number.

**Pre Conditions: which Env, any pre-requesites or assumptions to execute steps?**
An approved NR where the phone number doesn't follow the usual format (whatever that is).

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Create NR and approve it if needed
2. Affiliate the NR
3. Open the NR (from the Manage Businesses dash) to create a draft IA
4. Show IA/NR details to see error

**Expected behavior**
I think we decided to forgo any phone number formatting, so that users can enter whatever they want.
