Description

**Describe the bug in current situation**
I changed the name of BC0881550 in TEST using a valid BEN change of name NR (NR 2718265)
The filing shows correctly in the new system, but was shipped to COLIN as NOALR (BEN to BC alteration)

**Impact of this bug**
All BEN name changes that get filed would likely be invalid and would require manual intervention in the legacy system.

**Chance of Occurring (high/medium/low/very low)**
All BEN name changes to the best of my knowledge.

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to TEST env get a BEN name change NR, approve it
2. Locate or create a new BEN and affiliate
3. Start an alteration by clicking "View and Change Company Info"
4. Complete filing using the NR
5. Verify the results in COLIN after the filing has been shipped back - it will be filing type NOALR (BEN to BC alteration)

**Expected behavior**
Filing type for a BEN name change should be NOALA
(Note that NOABE does exist in CPRD, but David Roberts has suggested using the NOALA code so that Gazette and BN messaging continue to work)
