File alterations in lear to support testing of legacy Change Requests in test

I've been asked by Linda to test the following legacy changes that support the new apps:

CHG0030547 - Update Gazette job to include Benefit Company incorporation and alteration filings
CHG0030850 - Make historical Name available in NRO if name changed as part of an alteration

**To do:**
- [ ] Load the filing history for the following entities
- [ ] Make a draft alteration for each
- [ ] Let Linda know when this is done, so she can inform the home team

I have included the corp_num of an active example of the correct business type. Please ensure that the alterations include a name change for the sake of testing CHG0030850 (the home team's change request ticket).

Alteration from ULC to a Benefit company (NOALD) - BC0879804
Alteration from a BC Corporation to a Benefit Company (NOALE) - BC0880509
Alteration from a Benefit Company to a BC company (NOALR) - BC0881033
