Update My Business Registry page ⚠️ Do this first

**Update to the new breadcrumb design**

- [ ] Replace the tab-based approach with the new global breadcrumb design
- [ ] Update the breadcrumb everywhere (Filings UI, Edit UI, Create UI, Auth-Web, NOT names)
- [ ] Make it a shared component - bread crumb design/placement should be consistent across all our apps

_**To Note: PPR will also be using this new breadcrumb design, so these two should be aligned so it is seamless between the applications.**_

**UX/design to align with design comp including:**

- [ ] breadcrumb bar background colour should be bc govt colour 38598A
- [ ] bread crumb font size is 13px / 0.8125rem (make sure it stays vertically aligned with in bar)
- [ ] arrow/circle back icon is 32px / vertical line is 28px (make sure they stay vertically aligned within bar)
- [ ] the arrow/circle icon always take users up one level (top level will be to future BC Registries Dashboard eventually instead of the marketing page)
- [ ] change name in bread crumb from "Manage Businesses Dashboard" to "My Business Registry"
- [ ] change title "Dashboard" in header area to "My Personal Property Registry"
