Change from a segmented button/select to a single select dropdown - the current design is not "in style" and breaks the design pattern (user expectation) for this button
Current:

**In the dialog**
add hint to court order number field (valid format)
indicate court order number is optional for registrar's notation and registrar's order
validate court order fields only on Save (use latest validation style)
