Role Management BC Registry

* As an Account administrator
* I want to set the access control for all the users under my account
* so that I can assign the appropriate responsibility to my account team members

**Scenario 1: Ministry Government accounts**
* GIVEN that I am the administrator of a Ministry Account
* WHEN I want to select the access control for my user
* THEN I would be able to select the access they will have for all the partner applications
