For relationships - Update date and time format on receipts

## Background
We would like to make all date and time formats consistent across apps, to be in line with the government's recommended design guidelines.
This requires an update to the receipts. We would like to change the date and time format to **month day year time**

> **Date Format Standards**: To meet Accessibility standards and to start to standardize date formats, I believe we are hoping to default to the long form when space allows, which for us is: “**September 25, 2015 at 1:30 pm Pacific time**” (using the capitalization shown, and there needs to be a comma or “at” between date and time for screen readers - a lot of our apps are using “at” already so easiest to stay with “at”). And then **alternatively we can use the short form “YYYY-MM-DD”** when space is tight. * GIVEN I have a receipt in the BC Business Registry
* WHEN I view my receipt
* THEN I will see all dates formatted **month day year time**
