Description
**Describe the bug in current situation**
When a user pays for the PAD account and after any PAD payment and then hits on cancel and refund the fee receipt shows $0 and the status in namex shows Refund Requested.
**Impact of this bug**
Users paying with PAD
Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.ca/business/auth/home/decide-business'
2. Use the PAD account
3. Complete a filing.
4. Hit on Cancel and Refund
5.See the error
