Staff need way to submit NR for federal entity with Letters Patent

## User story

As a federal entity formed by Letters Patent
I want to get a name request number
So that I can register, change name or amalgamate my entity in BC

## Background

Problem: Some federal companies are created by special legislation and don't have an incorporation number, but instead have "Letters patent".
Approximately twice a year, federal entities with "letters patent" want to register/change/amalgamate name in BC. In our current Names App there is no way to make a name request.
- [ ] if a user selects a Federal jurisdiction they are unable to get a name request.
- [ ] If the user tried to select a different jurisdiction (canadian or international), to work around it, the corporation number field will not allow them to enter text, only numbers.
- [ ] If the user selects a different jurisdiction (canadian or international), to work around it, and select "I don't have a corporate number" and add comment to staff to change home jurisdiction, can staff change it in Namex? will it write back to Names? It needs to otherwise it would pull incorrect information into Corporate Online filing. Is it editable in Corporate Online?

Need a solution so that an NR can be created
- [ ] staff can request an NR for federal entity and select "I don't have a corporate number"
- [ ] or we do incorrect one and do datafix?
- [ ] Staff make a name request through NameX (we’ve moved away from building that functionality to reduce duplicated development effort)




Start by tracing the federal-jurisdiction and “I don't have a corporate number” flow in the Names App, then review how NameX and Corporate Online handle the home jurisdiction and corporate number. Confirm whether staff can create the name request and whether the resulting data writes back correctly; the issue is done when a federal Letters Patent entity can obtain an accurate NR without a data fix.
