Remove listing of available banks for online banking in payment method screen

#### Description
CIBC (the last of the Big 5 banks) has added BC Registries and Online Services as a payee for online banking. We are also available with Central 1 and a number of other credit union. The blurb noting the banks supporting online banking is no longer necessary.

Remove the text below from the basic user payment options screen in account set up, and from the payment tab for clients who have already created accounts.

Online banking is currently limited to the following institutions:

Bank of Montreal
Central 1 Credit Union
Coast Capital Savings
HSBC
Royal Bank of Canada (RBC)
Scotiabank
TD Canada Trust (TD)


#### Tasks
- [ ] When ticket has been created, post the ticket in RocketChat '#Operations Tasks' channel
- [ ] Add **entity** or **relationships** label to zenhub ticket
- [ ] Add 'Priority1' label to zenhub ticket
- [ ] Assign zenhub ticket to milestone: current, and place in pipeline: sprint backlog
- [ ] Reply All to IT Ops email and provide zenhub ticket number opened and which team it was assigned to
- [ ] Dev/BAs to complete work & close zenhub ticket
- [ ] Author of zenhub ticket to mark ServiceNow ticket as resolved or ask IT Ops to do so
