Last name shows as null when the field is empty in submission details.

**Describe the bug in current situation**
When a user is filing an NR for his client and then upon entering no Last Name in the submission details then the front end doesn't throw any validation but the "Confirm Name Request" screen shows as null

**Impact of this bug**
Users filing NR on behalf of clients

Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.ca/namerequest'
2. Click on the check box of the submission details.
3.Go to the Applicants info page and leave the Last Name empty and hit Review
4. See error
