Make Account Search Global

* As a staff member with access to the Business Registry Dashboard
* I want the Account Management search to search accounts in all statuses
* so that I can locate a client account when they call or submit requests

**Acceptance Criteria**

**Scenario 1: Account is in Invitation State**
* GIVEN a staff member searches an account on the staff dashboard
* WHEN the account is in the invitation state
* THEN the Staff can use the search function to search any account

**Scenario 2: Account is in Pending Review State**
* GIVEN ... (you or your condition)
* WHEN ... (what you do)
* THEN ... (what you see)

**Scenario 3: Account is in Rejected State**

**Scenario 4: Account is in Suspended State**

*Need to confirm UI handling for the underlining of a tab. Currently you can only search for items in active. Active stays underlined above Account Name field. Many staff only see the active tab. How does underlining work when they are retrieving a result for an account that is not active?

Start at the Account Management search in the staff dashboard and determine how active-account filtering and tab underlining currently work. Clarify the invitation, pending review, rejected, and suspended scenarios, then verify that searches return accounts in every status and that the displayed tab state is clear.
