Error in corp_party: Failed create new party for CP0001696 Sentry error

Unable to POST a new party of director in colin api.Failing with an internal server error.

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to 'https://test.bcregistry.ca/business/auth/home/decide-business'
2. Complete a filing with the COD/AR
3. Complete the payment
4. Query the oracle db by hitting the colin api
5.See error

Begin with the reported Colin API POST flow and the reproduction URL; inspect the request after the COD/AR filing and payment, then query the Oracle DB as described. Confirm the failure and trace the internal-server-error response; done means creating the director party succeeds without that error.
