"Additional Info" field bug/defect

Summary:
* NameX has a field "additional info", where the system auto-populates a note for examiners to tell them the request type. This is a hold over them an old system limitation, because we now have a dedicated request type field.
* When a client requests a name, there is an optional field, "additional info". If they add to this, it adds on their comment to the auto-generated system comment.
* If a name examiner adds a comment in that comment field, it works as expected.
* If a client adds a comment in that comment field by editing their name request, the system changes the "***New Request** " to "***No Request Info"

Is any of this expected???
