Name request submission for authenticated user who is pending affidavit approval or PAD confirmation

* As an authenticated user who is pending affidavit approval or in the PAD confirmation period
* I want to be able to submit a name request as an anonymous user
* so that I do not have to wait until the approval is completed / PAD confirmation period ends to get my NR

**Acceptance Criteria**

**Scenario 1: Authenticated user is pending affidavit approval or in the PAD confirmation period and selects 'Request a Name' from https://test.bcregistry.ca/business/auth/home/decide-business**
* GIVEN a client has logged on to the Business Registry with an account that is either pending affidavit approval or in the PAD confirmation period
* WHEN they choose 'Request' a name from the homepage
* THEN they are advised their account is being approved and they may complete the name request as an anonymous credit card user if they wish.

**Scenario 2: Authenticated user is pending affidavit approval or in the PAD confirmation period and logs in to https://test.bcregistry.ca/namerequest **
* GIVEN a client has logged on to Name Request (https://test.bcregistry.ca/namerequest) with an account that is either pending affidavit approval or in the PAD confirmation period
* WHEN they log on to Name Request
* THEN they are advised that their account is being approved and they may complete the name request as an anonymous credit card user if they wish.
