Description
## What is the problem?
* Format of some displayed dates in Certify component (and potentially other instances) is out of sync between older and new designs.
## What is the impact?
* Readability of the dates is improved in new designs but changing in one instance will leave older formats out of sync.
## Proposed solution
* To correct the format of all the displayed dates in the certify components across all instances of all UI's.
