Failing the payment does not show the made changes.

**Describe the bug in current situation**
When the staff makes a Name Change and if the payment fails for some reason then the filing is stored in the draft state, then resuming the draft doesn't show the corrected tag

**Impact of this bug**
All filings where payment is failed

Steps to reproduce the behavior:
1. Go to 'https://business-create-dev.pathfinder.gov.bc.ca/businesses/edit/BC1218887'
2. Make a Name Change
3. Click on File and pay and see the payment fails
4. See error
