Edit UI - Validation for NR in the name request modals

Review all current modals, Manage Business Dashboard, Name Request, Corrections, Alterations etc.... Decide on Validation for NR field - current code forces the user to put in NR.

Scott to put in desired specs and a ticket should be made to make all name modals the same (see design ticket).
