Error while validating province for change of directors.

**Describe the bug in current situation**
When a user make a change of director,then ever after selecting the country name to be Canada if he leaves the province field empty the UI doesn't throw any errors there by completing the payment.

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to 'https://dev.bcregistry.ca/business/'
2. Click on'COD'
3. Select different country other then Canada.
4. Then leave the Province field empty
5.Now select the country as Canada.
6.Hit save then see that error validation doesnt show up
