HOME_JURIS_NUM RELEASE

## Description:

1. update namex oracle view request_vw to include home_juris_num
2. restart the names fdw as you have updated a view signature
3. deploy namex-api
4.deploy the extractor (so that it has the updated oracle services)
5. test Get Next and putting on hold and editing a DRAFT,
6. test extractor picks up and posts correctly from NRO to NAMEX. WHich I cannot do it dev right now (namesd) because namesd is borken. Will have to be done in namest.
