Change Management user send manual notifications

As a Change Management user
I want to be able to push manual notifications
So that I can inform all users about updates

* GIVEN I have access as a change management user in staff dashboard
* WHEN there is information to be communicated to all users
* THEN I should be able to see an email UI to type the message
*AND I can attach files in the UI
*AND the email should be sent to all those who subscribed to in-app notifications in BC Registries

Do we need to break this down by roles? For example like a checkbox to send to all admins only?
