Staff view affidavit for active non-resident accounts

* As a BCOL Help Desk or BCOL Admin
* I want to be able to view affidavits for active non-resident accounts
* so that I can retrieve a softcopy of the affadavit to save with the lawyer/notary lookup in EDRMS, if this was not done at the time the account was initially reviewed

**Acceptance Criteria**

**Scenario 1: Link to affidavit**
* GIVEN a BCOL Admin and Helpdesk staff
* WHEN the staff is on the 'Account Info' page for a non-resident account
* THEN staff will see a link(s) to all affidavits for the account admin(s)

**Scenario 2: View affidavit information**
* GIVEN a BCOL Admin and Helpdesk staff is on the Account info page for a non-resident account
* WHEN the staff clicks a link to an affidavit
* THEN the staff will be directed to the review page:
https://www.bcregistry.ca/business/auth/review-account/###
*AND the account menu will be on the left with links to account info, team members, etc
*AND there will be a link to return to Staff Dashboard
