Misleading error message on account creation and lack of validation on field

**Describe the bug in current situation*
BCeID - There is no validation in place for phone number field and any input is accepted in this field. This wrong information then leads to error message when 'Creating Account'

It blocks the creation of an account using BCeID and the error message is not very clear.

**Pre Conditions: which Env, any pre-requisites or assumptions to execute steps?**
- Test Environment
- BCeID has been registered
- Login using registered BCeID

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Accept the Terms and Condition
2. Select the 'Basic Account'
3. Enter information on the Upload Affidavit screen and add email into Phone number field
4. Enter information to the 'Account Settings' screen
5. Complete the fields on the 'User Profile' screen
6. Click on the 'Create Account' button
7. See the error message on the screen

**Actual/ observed behavior/ results**
The user is able to enter the email address in the Phone number(optional) field when registering for a BCeID user on the 'Upload Affidavit' screen. On 'User profile', when the user clicks on 'Create Account', it gives an error message "An error occurred while attempting to create your account. ".

**Expected behavior**
There should be validation on the phone number. The error message on 'User Profile' should be modified so that it does not affect the creation of the account and the user is able to know the exact reason for the error.
