Lear tech debt: k8s, Colin test environments + other

## Description:
~~k8 folders for all services in lear need to be updated to include param/json files for~~
*patricks build from one password is better*

Queue-services:
- [ ] code duplication in entity-filer/emailer can be moved into common queue service and imported into both

Colin-api / Oracle-dev/for-api:
- [ ] needs to reset password of db
- [ ] ~~needs insert for corp type BEN~~
- [ ] needs to handle special chars / underscores / wrong postal codes in addresses (otherwise BN triggers fail)
- [ ] ~~needs to drop NAMEX_* triggers~~
- [ ] ~~needs to add in bcomp filing type codes~~
- [ ] reset endpoints don't work for test env for incorporation and needs fix
- [ ] MRAS stuff is only in ctst not in our dev oracle (need to have dev still work without mras stuff)
