Conduct an investigation to determine why the migration of Cooperatives from the legacy mainframe system to the modernized platform was not fully completed and why business operations continue to be managed across both systems.
The objective is to identify the functional, technical, operational, policy, and data-related gaps preventing full migration and decommissioning of mainframe dependencies.
**Key Investigation Areas**
• Review the original Cooperatives migration scope, objectives, and outcomes.
• Identify functionality that remains dependent on the mainframe.
• Determine which Cooperatives transactions, processes, or services are currently performed in the mainframe versus the modernized platform.
• Analyze any data, integration, reporting, workflow, or business rule gaps that prevented full migration.
• Review known issues, risks, decisions, and historical constraints that influenced the migration approach.
• Identify operational workarounds required to support dual-system processing.
• Assess impacts on users, staff, support, and ongoing maintenance.
• Document technical and business requirements necessary to achieve complete migration.
• Estimate the effort and dependencies required to eliminate remaining mainframe dependencies.
