Filings UI - Date picker in COD Closing Between Steps

**Describe the bug in current situation**
When you try to pick a date in the past, the calendar keeps closing between steps.

**Impact of this bug**
Makes picking a date annoying and could make someone pick the wrong date.

**Chance of Occurring (high/medium/low/very low)**
very high

This is in the TEST environment.

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to an active corporation that has not had a director change for at least a year
2. Click on director change
3. Under Director change date, try to enter a date in the prior year
4. See error
