Effective Date of Continuation Out

In the continuation out filing, we ask for the effective date of the continuation out, (we don't ask for a time).

On the dashboard historical detail, and on the Business Summary, we display the date and time of the filing as the effective date and time of the continuation out.

I think the date should be the date entered, and the time should not be shown. This should be validated with staff.

First confirm the expected behavior with staff, then trace how the continuation-out effective date is displayed in the dashboard historical detail and Business Summary. Compare those displays with the date entered in the filing; done means the entered date is shown and no filing time is displayed.
