[SPIKE] Decide how to deal with incomplete name data after migrations

Part one was addressed previously: Add new directors, while there is an existing director missing first name.

The second part of this work is to identify how to deal with a director who incorrectly has a null first name.

Mihai noted: "It can be done right now, but user needs to acknowledge that is a Legal Name Change. I can see all sort of objections on this."

## Proposed Solution: High-level description (leave implementation detail to dev)
*This spike is to look for a way forward in conjunction with input from the business. Possible ways forward include:

1. Change the way that name changes work so that a user has the chance to complete filing without it being classified as a Legal Name Change.
2. Use the correction filing functionality to correct missing names.
3. Other?
