Sync Errors between LEAR and COLIN

This ticket is for tracking the PROD issues we are seeing during the sync between lear and colin.

There are two jobs that sync filings between the two systems:
- business-update-legal-filings (posts fillings from colin to lear)
- business-update-colin-filings (posts fillings from lear to colin)

Both jobs have filings that are continually erring during this process spamming our logs with errors every hour. These should be investigated and either code added to ignore these failures if we don't care about them or updates made to fix these failing cases.

Start with the business-update-legal-filings and business-update-colin-filings jobs and inspect the recurring PROD errors for the affected filings. Done means each failure is either intentionally ignored or fixed, without the same errors continuing to spam the logs hourly.
