OCM PAY - prepare email with release date and product when BC A release date confirmed

Create email #2 for BC Assessment account admins to
a) Add BC Assessment product for all their users
b) communicate exact release day (and time if avail)

remind that BC A will no longer be accessible through BC Online at all.
any additional staff that need access to BC A must be invited as team members to their organization's account.
