BUG - Error resuming draft to alter BEN to CCC as public user

**Describe the bug in current situation**
From Yasmin: I initiated an alteration of BEN to CCC as a client under BCREG0021 and entered the NR and the system was happy with the work. I went to the review and confirm page and realized I needed to change the email address so I can receive the outputs. I saved the draft filing and went back to the dashboard to update the email. When I came back into the draft filing I received an error message that shouldn't be there.

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to BC Registry (TEST) and logon as a client. _Note, in this case the UAT participant used BCREG0021_
2. Create a name request for 'Conversion' to a BC Community Contribution Company (CCC)
3. Have the name request approved (requires staff logon)
3. Open the Entity Dashboard for the Benefit Company you will alter to be a CCC
4. Launch alteration
5. Input NR and new business type
6. Navigate to review and confirm
7. Save filing as draft
8. On the Entity Dashboard for the BC Benefit Company attempt to alter the email
9. Resume draft
10. Note error, which wasn't initially showing when the user had navigated to review and confirm. _To verify if the review and confirm errors appear only when you try to complete the filing?_

Reproduce the flow in BC Registry TEST using the Entity Dashboard: create the Benefit Company to CCC alteration, save it as a draft, change the email, and resume the draft. Compare the initial review-and-confirm state with the resumed filing and capture the error; done means the public user can resume and complete the transaction without that error.
