Back-end services for migrated data processing and sharing

As part of the entity migration to the Modernized BR platform, investigate how railway data will be made available to authorized third parties following migration.

- [ ] Identify current third-party access and data-sharing mechanisms.
- [ ] Determine whether existing Modernized BR capabilities can be reused.
- [ ] Identify access, security, authorization, and operational requirements.
- [ ] Assess any gaps and required enhancements.
- [ ] Recommend an approach for supporting third-party access to migrated data.
- [ ] Are there any other services for data processing need to be built?
