Create representative Test Data for LVE Migration Testing in DEV and TEST env

Description

To support validation of the LVE migration process, representative test data is required in the DEV and TEST environments. Production COLIN data should not be copied directly into non-production environments due to privacy, security, and data governance requirements.
The objective of this work is to create a set of realistic test data that accurately reflects the structure, relationships, business rules, and migration scenarios present in COLIN, while ensuring sensitive and production data is appropriately masked, anonymized, or synthetically generated.
