Corrections - Colin Data Sync

We will need to update the colin pipeline in order to sync required data back to Colin. Main focus should be on getting data back that is actually used by partners. Currently corrections are handled differently between BCROS and Colin, so we will need to pass back correction data in a format Colin recognizes (i.e. specific fields and for specific correction filing types).

Start by locating the Colin pipeline and reviewing how BCROS currently handles correction data. Identify which partner-used data, correction filing types, and fields must be sent in Colin's expected format; done means those corrections sync successfully in that format.
