UI Design - Business Registry Login Enhancements

Under https://app.zenhub.com/workspaces/entities-team-65af15f59e89f5043c2911f7/issues/gh/bcgov/entity/33445 designs were created to help direct more companies to the modernized system. This advised numbered companies that they may use modern if they are filing basic filings.

During demo concern was raised that if a user is not logged in/does not have an account, when they are redirected to modern they may not see the option to create account in the top right application banner. The center of the screen includes logon methods and they may try to use one of these entering details from an existing BCeID or BCSC.

Review is required to determine if there is a better way to redirect users.

Note: SAF flows may be able to be leveraged.
