Business Create UI - Updates for adding colin businesses

- ~NOT allowing colin as primary/holding yet~
- New `AmlTypes.COLIN` (the existing union is only `LEAR`/`FOREIGN`) with its own interface branch in `AmalgamatingBusinessIF`
- update `saveAmalgamatingBusiness()` for allowing colin businesses
- when search result has `modernized=false` and valid corp type then fetch colin-snapshot and add with colin type
- add businesses from affiliation list only or show info/error modal/text that they need to affiliate?
- needs requirements for warning symbol/text for invalid colin cases (i.e. not in good standing, draft in progress, etc.)
- New rule set in `amalgamation-mixin.ts` for COLIN rows based on this
