Review BC1424616

BC1424616 seems to have been migrated as a part of SAF 1.7 but is still unfrozen in COLIN. This was discovered as a part of the prod collision checks(#34327) done before SAF 1.11 migration.

This will require further investigation and a decision of what needs to be done with this business.

Notes from initial investigation:
- only COLIN tracking entry exists for batch id = 146(SAF 1.7)
- corp_early_adopter table exists in COLIN db
- business is unfrozen in COLIN
- COLIN business and modern business are not 1-1 in filings. COLIN corp has a more recent AR filing
- business exists in business and auth db
- modern business has no affiliation yet but from looking at auth, the user did try to affiliate manually…not through SAF flow
